Shri P. R. Goswami
Director (Library & Information)

Dr. P.R. Goswami is presently working as Director (Lib & Inf) Indira Gandhi National Centre for the Arts, New Delhi. Prior to this, he was Director (Libraries) and Director (Central Secretariat library),holding dual charge in the Ministry of Culture from 2008 to 2012. As Director (Libraries), he has done all preparatory work for the National Mission on Libraries, started by the govt of India in 2012.
He has a post-graduate degree in History from Ranchi University and master’s degree in Library and Information Science from the University of Delhi. Later he obtained PhD in Library and Information Science from the University of Delhi in 1995 on the topic Statistical Information System in India: A Proposed Model. He has worked as Librarian in Central Statistical Organization, Government of India (1982-86) and Faculty of Management Studies, University of Delhi (1986-2001).He was Chief Librarian cum Documentation Officer in the Planning Commission (2001-2002).He was Director, National Social Science Documentation Centre, Indian Council of Social Science Research, New Delhi(2002 to 2008) which is the apex body in the field of social science in the country. He has published mare than 40 papers in professional journals. He was General Secretary of Indian Library Association for the period 2000-02. He was a member of a committee in the Working Group on Libraries of the National Knowledge Commission set up by the Prime Minister of India. He is a winner of the paper contest organized by the ASIST’s Special Interest Group on International Information Issues in the year 2000 and 2001.He is also a member of the ASIST and Special Libraries Association, USA.
At present Dr Goswami is a member of the Social Science Libraries Section of the IFLA .He is also a member of the Editorial Board of the journals 1.Annals of Library and Information Science and 2 DESIDOC Bulletin on Information Science and Technology.

Virendra Bangroo
IGNCA, New Delhi

Born in Srinagar, Kashmir, he has traversed the length and breadth of Himalayas. Art historian, artist and a trained Museologist. He has designed number of museums for the Indian Army and curated a number of exhibitions in India and abroad. He has also been instrumental in setting up Museums in Jammu, Ladakh (J&K), Kullu( Himanchal Pradesh) and Rajasthan. Art, architecture and culture have remained the focus of his study. He worked as a curator in Infantry War Museum and as a curator in Indira Gandhi Memorial Museum. Presently he is working as an Assistant Professor in IGNCA. He has to his credit number of research articles published in leading journals. His recent publication is titled” Himalayan cults: A study of   lesser known cults in Jammu and Kashmir, Himachal Pradesh and Uttarakhand”.

Prabir Sengupta
Distinguished Fellow, Mr Knowledge Management Divison

Mr Prabir Sengupta, a Masters in Economics from Presidency College, Calcutta University. Mr Sengupta was a member of the Indian Administrative Service (IAS) from 1965 until 2002.
Mr Sengupta has held many important positions in the provincial Government of Assam as also in the Government of India. He has been Secretary to the Government of India on a consecutive basis in the Ministries of Industry, Petroleum and Natural Gas, Defence and Commerce. He participated in a number of bilateral and multilateral discussions as also for signing of important agreements. After his stint in Government of India, he became the Director of Indian Institute of Foreign Trade, a management and research institute and was able to raise level of the Institute to 6th or 7th rank among all the Indian institutes including the Indian Institute of Management (IIM). Mr Sengupta also served as a Principal Adviser to the Confederation of Indian Industries. Mr Sengupta joined as a Distinguished Fellow in The Energy and Resources Institute (TERI) and has been involved in issues relating to trade, energy and environment. Concurrently,  Mr Sengupta holds the position of the Director of Knowledge Management Division. Mr Sengupta has also been the Chairman of MBA Programmes in TERI University.

Dr P K Bhattacharya

Dr P K Bhattacharya is Fellow at Knowledge Management Division, TERI, New Delhi. He specializes in information processing, organizing, and analysis; database management; editorial activities and information service development. His recent area of work is in Knowledge Management, and its implementation in TERI. He is editor of World digital Libraries (WDL): An International Journal, a leading library science journal published from India and other journals in TERI. Dr Bhattacharya has also functions as Head of Environmental Information System at TERI.
Dr Bhattacharya has served in R&D and Consultancy organizations including Montari Industries, UP and Alpha Cybernetics International, New Delhi prior to joining TERI.

He has published several research papers, book chapters, and bibliographies. He also teaches BLIS and MLIS students at IGNOU study centre. He has also organized, participated and presented in several international conferences and workshops.

Dr Shantanu Ganguly

Dr Shantanu Ganguly is a professional incumbent with a profound knowledge in implementation of Knowledge Management system. He has served various reputed organisations and institutions in the last 25+ years. At present working as the Fellow  in the Knowledge Management Division of TERI. Recipient of “Roll of Honour” for outstanding contribution in the organization. An active speaker at various forums and conferences.
Dr Ganguly has handled several leading projects of TERI. He has been an integral part of the projects of bi-lateral, multi-lateral and government bodies, in setting up their knowledge management systems, database management systems and devising communication strategy and content management. He has also developed several Professional Development Programmes, and given a new dimension to the capacity building programmes. An excellent communicator in Infopreneurship, Knowledge Management, Business Communication Strategy, Project Management and Social Media Marketing and Digital Marketing. Ms Maning Thangal

Ms Maning Thangal is currently working as Information Analyst in KM Division in TERI. She has been working in TERI Library for the last 10 years. Her area of work includes both the library operations and services. She also actively contributes in several of the projects both in-house and sponsored undertaken by the Information Centre. One of her key area of interest is Indigenous Knowledge System.
Prof K M Baharul Islam

Dr K M Baharul Islam is the Professor and Chair, Public Policy and Government at the Indian Institute of Management Kashipur and presently working on EOL as a Fellow at Indian Institute of Advanced Study, Rashtrapati Nivas, Shimla. He is an International Fellow at US-India Policy Institute (Washington DC) and KAICIID Dialogue Center (Vienna). Dr Islam did his BA (Hon), MA (Eng) from Aligarh Muslim University, LLB and B.Ed. from Assam University and LLM from Strathclyde University (UK). He has done an MBA and also earned double PhDs from Tezpur and Don Bosco University in ELT and Transitional Justice respectively. He did his Post Doctorate from Asian Institute of Technology, Bangkok. He has taught in various institutions like NIT, Silchar, NCERT, New Delhi, Addis Ababa University and Kigali Institute of Science and Technology, Rwanda. Dr. Manoj Kumar Sinha

Dr. Manoj Kumar Sinha (b.1965) did Graduation, Post –Graduation and Ph.D. Degree in Zoology, Library and Information Science from T.M. Bhagalpur University, Bhagalpur. Besides this, he has acquired B. Ed. Degree from Annamalai University in 1995 and also did Post-Graduate Diploma in Higher Education from IGNOU, New Delhi in 2002. At present he has been working as Associate Professor in the Department of Library and Information Science, Assam University, Silchar and he has been appointed as the Head of the Department w. e. f December 11, 2009.  Prior to this he served the Assam University, Silchar as Assistant University Librarian from January 30, 1997 to January 30, 2003 and Assistant University Librarian (Sr. Scale) from January 31, 2003 to November 18, 2009 and as Reader, Department of Library and Information Science from November 19, 2009 to November 18, 2012. Before joining Assam University, Silchar, he served as Librarian in Jawahar Navodaya Vidyalaya, Gorakhpur (Navodaya Vidyalaya Samiti, Lucknow Region, Dept. of Education, and Ministry of HRD, Govt. of India) from February 15, 1993 to January 28, 1997. Before coming to library profession, he worked as JRF and SRF in Life Sciences under the CSIR Sponsored Research Project entitled “Ecology and Phytochemistry of Biocidal Plants of Santhal Parganas, Bihar” at University Department of Botany, T.M. Bhagalpur University, Bhagalpur.
He has published about 225 research papers and articles in the areas of Botany, Zoology, Environmental Sciences, and Library & Information Sciences. His areas of interest are Traditional Librarianship, Academic Library System, Public Library System, HRD issues, Users Study and Users Education, User Empowerment through ICT, Quality Management, Knowledge Management, Library Automation and Networking, Digital Library, e-learning, etc.
He is life member of ILA, IASLIC, UPLA, SIS, MANLIBNET, JILA, Assam Library Association, FBAI, and actively associated with research and academic work.  He is Member of Board of Post-Graduate Studies in Library and Information Science, Member , School Board of School of Information Sciences; Member , Swami Vivekananda School of Library Sciences (Feb 2011) ; Member of Academic Council;  Assam University Court since December 2009. His biography has been included in many Biographical Directory of National and International importance. He has been associated with few journals as a Member of Editorial Board. He served as reviewer for few Indian and foreign journals.
He has guided eight  M. Phil. Students and 37 Masters of Library and Information Science students and also nominated as a Subject Expert in sister departments of Assam University. Since 2013 IPP Course Work programme has been introduced in the department and now he has been supervising 08 Ph.D. and 04 M. Phil. research scholars. 04 Ph.D. Scholars have submitted their theses and four M. Phil Scholars have been awarded M Phil Degree.  He has also been associated with many universities of India and served as Subject Expert for evaluation of M. Phil/ and Ph.D. Theses, also conducted P G Practical Examinations, and acted as a Paper Setter etc. He has been regularly invited by the NERO, UGC Guwahati for evaluating Minor Research Proposals (MRP) and Seminar Proposals.
He has wide experience in organizing events like Book Fair and Exhibition and also organized PLANNER-2005, Seminar on Digital Library Management (2008), Librarians Day and Organizing Orientation Programme for Fresher’ regularly since 1997 on behalf of  Assam University Library. Recently he has successfully organized National Seminar on Collection Development (NSCD-2011) in collaboration with Central Reference Library, Kolkata (Ministry of Culture, Govt. of India. He also organized Four Day National Training Programme on Application of Open Source Software for Library and Information Services. He has been actively participating contributing and presenting Invited / Contributed Research Papers in National and International Seminar/ Conferences, attended several Training Programmes and Workshops pertaining to ICT Application in Library and Information Services. Besides this he has honour of Chairing Technical Sessions in many Seminars and also acted as Rapporteurs, Rapporteur General in Seminars and Conferences. Prof. Fazal Talukdar

Fazal A Talukdar obtained his Bachelor of Engineering (Hons) from Regional Engineering College, Silchar (now, NIT Silchar) in 1987. He obtained his MTech in 1993 and PhD in 2002-03 from Indian Institute of Technology Delhi and Jadavpur University respectively. He joined Regional Engineering College, Silchar as Lecturer in April 1991, became an Assistant Professor in March 1996 and rose to the level of Professor in May 2006. Prior to joining Regional Engineering College, Silchar, he was a Lecturer at Silchar Polytechnic from August 1988 to March 1991. He was Head of the Department of Electronics and Communication Engineering from August 2006 to April 2006. During July 2004 to June 2009, he was the Registrar of NIT Silchar. During March 2005 to August 2007, he held the post of Deputy Registrar (Accounts), During 2012-13, he was the Dean (Alumni Relations) and during 2013-15, he was the Dean (Academic Affairs) of the Institution. Besides these, he worked in many other Committees of the Institute.

Prof. P K Rath

Prof. Pravakar Rath is a well-known library educator and researcher in the field of library and information science for the last 22 years. Prof. Rath worked as a faculty member in Indira Gandhi National Open University for more than 11 years and contributed to BLIS, MLIS, Ph. D programmes and was instrumental to design, development and delivery of PGDLAN programme through distance mode. Prof. Rath received IASLIC Best Teacher Award in 2013, Ambassador for Peace (2014) by Universal Peace Federation of India, New Delhi, Fulbright Fellowship (IST) in the year 2003-04 and visited a number of countries namely UK, USA, Canada, Singapore, and Malaysia on different academic and professional assignments. Prof. Rath assumed the charge of Head of the Department since August, 2004 and started 2 years MLIS integrated course and Ph.D in 2005 and M.Phil in 2007. The MLIS course was further revised in 2012 and 2015 based on Choice Based Credit System as per UGC guideline. Prof. Rath conducted as many as 25 professional development programmes, contributed as many as 30 papers, chaired a number of Technical Sessions, acted as Panelist, and delivered Key Note Address in many international and national conferences and seminars. While serving Mizoram University, Prof. Rath assumed the charge of many important responsibilities like Head of the Department for two tenures, Chairman-Board of Studies, Dean of School of Economics, Management and Information Science (SEMIS), Chairman –School Board, Member-Academic and  Executive Council, VC I/C. Mizoram University is a central university in the north-east part of India awarded with A Grade by NAAC in 2014.

Born in 1960 at Coochbehar, West Bengal. Studied at Vivekananda Vidyapeeth, New town, Coochbehar, upto class X and at Sonapur B K High school, Sonapur, Jalpaiguri, for class XII. Graduated from ABN Seal College, Coochbehar. Received both post-graduation and Ph D degrees from University of North Bengal, Siliguri. Worked as a Lecturer in Economics at St Anthony's College, Shillong, Meghalaya, Research Fellow at OKD Institute of Social Change and Development, Guwahati, Assam, Reader in Economics at North Eastern Hill University, Shillong Meghalaya, and currently working at NIT Silchar as a Professor of Economics.

Dr. KISHOR CHANDRA SATPATHY

Dr. Kishor Chandra Satpathy (1972) did his Post Graduation in Education and Library & Information Science from Panjab University, Chandigarh with a Diploma in Population Education from Panjab University, Chandigarh & Post Graduate Diploma in Library Automation and Networking from the University of Hyderabad. He obtained PhD Degree for “Technical Education in North East India with Special Reference to Information Service: An Exploratory Study” to Assam (Central) University, Silchar.
He has undergone several advance training programmes in IT, information management & related fields under SAARC-SDC & UNESCO / Vidyanidhi fellowships. He has, to date to his credit, over eighteen years of professional experience including teaching & research experience of several national level organization of the country. His major contributions include use of information technology in information management and use of educational technology for improving classroom teaching and learning process. At present he holds the position of Librarian and Coordinator, DL & e-learning Project National Institute of Technology (Institute of National Importance by the Act of Parliament), Silchar. Dr. Satpathy has successfully implemented RFID Technology & ERMSS at NIT Silchar & IIM Indore Library. He was instrumental for signing MOU with BARC & University of Illinois. Apart from this, currently Dr. Satpathy is coordinating two projects namely “Education to Home (eth) Project meant for IT for all & BARC-Akruti Project” meant for Technology Transfer to the rural sector.
He is the Coordinator for INDOLIBNET (Indore Library Network), SICILIBNET (Shastri Indo-Canadian Institute Library Network) & worked as a consultant for revamping the public library of Indore (Govt. Ahilya Library) on behalf of Govt. of Madhya Pradesh. He has prepared a Vision Document for Govt. Ahilya Library. Currently, he is working on project of Govt. of Assam for development of Silchar Normal School Library & Museum.
Earlier he worked as Librarian, Indian Institute of Management, Indore; Panjabi University, Patiala; Centre for Environmental Education, Ahmedabad; Centre for Management Training and Research, Chandigarh. He also acted as Coordinator of Centre for Educational Technology; Coordinator, Continuing Education Cell & Programme officer, National Service Scheme, NIT, Silchar during 2001-2004 & Honorary Project Officer; State Rural Technology Promotion Council, Govt. of Assam; Coordinator, Environmental Education Resource Centre, NIT, Silchar. He has delivered lectures in several training programmes organized by UNDP, QCI, AICTE, MSME & Entrepreneurship Development Institute, Bhopal etc.
He is a frequent consultant for wide range of clients and developing programmes in the area of Career Counseling, Information Management and Educational Technology. He has 30 publications to his credit. He has edited four workshop proceedings and co-edited five books published by McMillan India, Indian Society for Technical Education, Delhi, NE Books & Publisher, Shankar Book Agency Delhi and National Library, Kolkata. He has   presented several papers in national and international conference in the country and abroad. He has visited Czech Republic, Portugal & USA for academic purpose. In December 2013, he attended “Higher Education Leadership Programme” at University of Urbana Champaign, USA. He has also attended the University of Illinois Mortenson Center Associates Program “Imagine, Question, Connect: A Professional Development Program for Library Leaders and Innovators from” May 29-June 24, 2014.
He has successfully completed two major projects entitled ‘Virtual Classroom’ & ‘Digital Library’ sponsored by MHRD, Govt. of India. He has transformed the Central Library, NIT Silchar in to a “state of the art library” in the North Eastern Region. This is the first library in the entire NE Region to implement RFID & DVR Technology for Library Security purpose & to have Digital Library. He has implemented the e-learning solution in the Institute under World Bank TEQIP grant. His areas of interest are Information Management, ICT, Digital Library, and Educational Technology & Technical Education.
He has coordinated several national level training programmes, workshops & seminars sponsored by CSIR, NISTAD, ICSSR, DST, SICI, NCTE, ISTE, AICTE, USEFI, Ministry of Culture, Ministry of Parliamentary Affairs & Ministry of Youth Affairs & Sports etc.  He was the organizing Secretary of SIS Silver Jubilee Conference & 10th Annual Meet of INDEST-AICTE Consortium. He is a life and executive member of several Associations/Societies such as Society of Information Science, Indian Society for Technical Institution, All India Association for Educational Research, Indian Academy for Social Sciences, Indian Library Association, Indian Association for Special Libraries & Information Centres (IASLIC), MANLIBNET and Indian Distance Education Association etc. He was an executive member of IASLIC (2005-06) & AIAER, Assam Chapter. He is an active member of “ICTD Community’ of Solution Exchange (An UN Agency). He was elected as a member, LPAC, Shastri Indo-Canadian Institute for the year 2008-09. He is the Indian Ambassador to International Librarian Network Australia, Ambassador, GAPS UK; Associate Editor, DOAJ; Founder Core Committee Member of NIT Consortia & Member of National Price Negotiation Committee of INDEST.
For his outstanding contribution to the field of Library & Information Service profession, he was awarded Society for Information Science (SIS) -Young Information Scientist award for 2006, SATKAL Young Librarian Award for 2008 & Honored by Panjab University Chandigarh in 2015.
